Paypal is not deliberately refusing to allow South African users to receive payment. According to paypal: "South African residents may not use PayPal to receive payments. PayPal continues to research how best to expand its offering in South Africa." Bottom line? Government policies with regards to finance and the economy is what is restricting paypal. They would definitely make money if you in SA were able to receive funds via their system. So, I don't believe they are sabotaging you deliberately.
